The Lake Alice Hospital Child and Adolescent Unit: Accountability – The Response to Date

Introduction:

The New Zealand Royal Commission of Inquiry into Historical Abuse in State Care and in the Care of Faith-based Institutions1 is now underway. Part of the terms of reference includes an investigation into the 1970s regime at the Child and Adolescent Unit of Lake Alice Hospital, a New Zealand psychiatric facility. It is timely therefore to review the legal response to the regime and to examine the proceedings brought against the psychiatrist in charge, Dr Selwyn Robert Leeks, both in New Zealand and Australia.
